Peru logistics infrastructure emergency preparedness

Overview

In late September 2026, the Chamber of Commerce of Lima (CCL) proposed an Urgent Decree to prioritize the maintenance and protection of Peru’s national logistics infrastructure. The initiative sought to ensure operational continuity during climate emergencies by requesting that the Ministry of Transport and Communications (MTC) and the National Port Authority (APN) perform preventive maintenance on major port terminals, such as Callao, Paita, and Chancay, as well as northern coastal roads and airport infrastructure.

By early October, the MTC initiated practical disaster prevention measures in response to the El Niño phenomenon. The ministry began the maritime transfer of 20 modular bridges to Piura via a humanitarian corridor between Callao and Paita. This operation, involving 15 containers, was coordinated with the National Commission for El Niño Risk Management and supported by private companies including DP World and Hapag-Lloyd, who covered the costs for storage and freight. These structures are being stored in northern Peru for immediate deployment to address road emergencies and ensure the transport of essential goods.
