Peru minor protection and privacy efforts

Overview

In early September 2026, the Peruvian Ministry of Women and Vulnerable Populations (MIMP) introduced the ‘Protocolo Betania’ to enhance the protection of minors who are victims of sexual violence, particularly in remote and geographically isolated areas. Developed through the Warmi Ñan National Program, the protocol aims to address logistical challenges such as connectivity and transport to ensure immediate intervention and standardized alert activations.

Later in the month, Peruvian authorities and journalistic organizations condemned a breach of privacy involving a minor. During a television broadcast on Panamericana Televisión, a journalist disclosed the full name of an adolescent presumed to be a victim of sexual violence in the ‘Liceo Naval Almirante Guise’ case. While the journalist issued a public apology, the MIMP, the Ministry of Justice, and the Lima College of Journalists criticized the incident for violating legal protections and risking revictimization. The National Society of Radio and Television has filed an official complaint, referring the matter to an Ethics Commission.
