Peru water and sanitation infrastructure development

Overview

Peru is advancing large-scale efforts to address water and sanitation infrastructure gaps through both investment promotion and legislative proposals.

PROINVERSIÓN, an agency under the Ministry of Economy and Finance, is promoting 17 projects valued at over USD 5.7 billion to be awarded via public-private partnerships between 2026 and 2028. These initiatives, which include wastewater treatment and desalination plants, aim to benefit more than six million people across 11 regions. While the Housing Minister has claimed 8 million Peruvians lack potable water, data from the Institute for Economic Research estimates the gap at approximately 5 million people.

To support these developments, Deputy Roxana Rocha Gallegos has introduced the “Agua sin demoras” (Water without delays) bill. This legislative initiative seeks to accelerate investment by simplifying administrative processes and introducing a model of anticipated viability for standardized projects, such as reservoirs and sewage systems, to reduce time and costs.
