Peruvian political parties public fund misuse investigation

Peru’s National Office of Electoral Processes (ONPE) has identified irregularities regarding the use of direct public financing by political parties Peru Libre and Renovación Popular.

Initial observations focused on the production of publications that did not meet legal criteria for political training or research. Peru Libre was cited for spending S/31,383 on a poetry book deemed primarily artistic, while Renovación Popular allocated US$6,400 for a digital book regarding the biography of party leader Rafael López Aliaga.

Subsequent findings expanded the scope of irregularities involving Renovación Popular, specifically regarding expenditures from 2025. ONPE flagged approximately S/250,375 in questionable spending, including S/113,325 for services intended to evaluate electoral trends and communication strategies rather than legitimate socio-economic research. Other flagged expenses included S/82,600 for legal advisory services, S/70,000 for a public management diploma, and a S/110,000 contract for leadership workshops with a company lacking the required experience.
