Petroperú infrastructure and financial management issues

Overview

The state-owned company Petroperú has faced scrutiny regarding both its physical infrastructure and its financial management. In September 2026, the Comptroller General of the Republic warned of the deterioration of a sales plant project in Puerto Maldonado. The project, representing an investment of over S/ 67.5 million, has been paralyzed since December 2022, leading to issues such as lack of maintenance, oxidation of drainage structures, and damage to the electrical substation.

By October 2026, the focus shifted toward the company’s financial performance and management. The National Federation of Oil Workers of Peru (FENPETROL) reported preliminary financial improvements, noting an EBITDA exceeding US$ 600 million between January and September and net profits surpassing US$ 120 million. FENPETROL questioned the effectiveness of Proinversión’s intervention, arguing that the company’s operational capacity was maintained by workers despite wage freezes and that delays in financing prevented Petroperú from fully capitalizing on favorable commercial conditions.
