Plan DN-III-E 60th anniversary commemorations

Mexican authorities held various ceremonies to mark the 60th anniversary of Plan DN-III-E, the operational framework used by the Mexican Armed Forces to provide aid during natural or human-made disasters.

President Claudia Sheinbaum Pardo led commemorations at the Santa Lucía Military Air Base, honoring the humanitarian commitment of the Armed Forces, including the Army, Air Force, and National Guard. She specifically noted their response to heavy rains in states including Veracruz, Hidalgo, Puebla, Querétaro, and San Luis Potosí. Since its inception in October 1966 following Hurricane Inés, the plan has been activated for approximately 87,000 events globally. General Ricardo Trevilla Trejo, Secretary of National Defense, reported that the plan has supported 30 countries on 99 occasions, operating through three phases: prevention, aid, and recovery.

Regional celebrations continued across the country. In Torreón, Mayor Miguel Ángel Riquelme Solís and Major General Fernando Colchado Gómez led a flag-raising ceremony. In Chihuahua, the State Congress held a session highlighting the plan’s role in responding to floods and forest fires in the Sierra Tarahumara. In Sinaloa, Governor Graciela Domínguez Nava and Culiacán Mayor Ana Miriam Ramos Villarreal participated in demonstrations of operational capabilities, such as medical modules and mobile kitchens. Additionally, Governor Delfina Gómez Álvarez of the State of Mexico recognized the military’s service during the anniversary period, noting the plan's historical role in responding to hurricanes, earthquakes, floods, forest fires, and providing logistical support during the COVID-19 pandemic.
