Playa Miramar land privatization fraud

Overview

Authorities in Ciudad Madero uncovered a fraudulent scheme involving the illegal privatization of 11.8 hectares of federal land at Playa Miramar. The land, part of the Maritime Terrestrial Federal Zone (ZOFEMAT), was being falsely registered as private property in the municipal cadastre.

The scheme was identified after suspicious real estate offers appeared on Facebook using digital renders of potential tourist developments. Investigations revealed that 12 irregular cadastral keys were generated, primarily during 2024, with an estimated land value of approximately 1,330 million pesos.

Mayor Erasmo González Robledo confirmed that eight of the 12 identified cadastral keys have been revoked, while four remain under review. The investigation suggests a coordinated effort involving former officials, notaries, and private sector actors to create fraudulent documentation. State and federal authorities, including the Ministry of Environment and Natural Resources (SEMARNAT), are participating in the ongoing investigation.
