Plovdiv low emission zone and traffic management updates
Overview
The Plovdiv Municipality is implementing a low emission zone in the city center, referred to as the ‘Small Ring’, to combat air pollution. The zone, bounded by Tsar Boris III Obedinitel, Shesti Septemvri, Russki, and Hristo Botev boulevards, operates annually from October 1 through April 30. Restrictions target diesel cars manufactured before 2007 and gasoline cars manufactured before 1998, though exemptions exist for residents, historical vehicles, and public transport.
Due to an appeal regarding the public procurement of electronic monitoring systems, enforcement will not initially rely on cameras. Instead, compliance is monitored by employees of the municipal enterprise ‘Parking and Repatriation’. While a deputy mayor previously suggested fines could reach 1,000 leva, the municipality has not released official information regarding specific penalty amounts. A grace period is in effect until the end of November, during which drivers of restricted vehicles will receive warnings rather than fines. Official penalties are scheduled to begin on December 1, 2026. Plans exist to expand the restricted area into a ‘Big Ring’ by 2028.
To address urban mobility challenges, the Road Police implemented manual traffic regulation at four major intersections starting October 15, 2026. This initiative aims to alleviate morning peak-hour congestion where automated traffic lights have failed to adapt to dynamic conditions. These combined measures have influenced city movement, with reports of increased congestion on peripheral streets and boulevards, including Vasil Aprilov, Bulgaria, Vasil Levski, and Pobeda, as drivers attempt to bypass the central restricted area.
