Poland-EEA Green Transformation program

Overview

The “Green Transformation” program was introduced as a collaborative initiative involving Poland, Norway, Iceland, and Liechtenstein. Funded by over 160 million euros through the European Economic Area Financial Mechanism for 2021–2028, the program was scheduled to be inaugurated at a conference in Warsaw on September 30, 2026.

The program focuses on four pillars: climate adaptation and mitigation, energy development (including geothermal and energy storage), nature protection, and the circular economy. Implementation is managed by the Polish Ministry of Climate and Environment and the National Fund for Environmental Protection and Water Management.

Following its launch, the program’s scope includes an additional 28 million euros from the Polish state budget. The initiative aims to reduce emissions, improve energy efficiency, develop renewable energy solutions, and strengthen climate change resilience through innovation and knowledge sharing.

On October 6, 2026, Poland officially launched the program. The total funding for the initiative reached approximately 188 million euros, with over 160 million euros provided directly via EEA grants. Representatives from Norway and Iceland participated in the inauguration, emphasizing that the program is built on international cooperation, innovation, and knowledge sharing. The first calls for proposals are expected to begin in the fourth quarter of 2026, targeting beneficiaries such as local governments, public institutions, NGOs, and businesses.
