Poland military procurement and equipment modernization

Overview

The Polish Ministry of National Defence is pursuing structural reforms and modernization efforts for military equipment. A proposed overhaul of the Armament Agency, termed ‘Armament Agency 2.0’, seeks to expand the institution’s role from procurement to include equipment maintenance and support for defense industry exports.

In conjunction with these reforms, the Ministry is implementing ‘Operation Szpej’, an initiative started in early 2024 to modernize individual soldier gear, including uniforms, footwear, and communication tools. As part of this effort, a ‘green list’ is scheduled to launch in October. This mechanism will allow soldiers to personally purchase expert-approved items, such as ballistic glasses and small drones, to supplement standard-issue gear. The Ministry aims to meet at least 90 percent of individual equipment needs by the end of 2026.
