Poland Pegasus spyware surveillance scandal
Overview
Polish authorities and intelligence agencies have concluded investigations into the use of Pegasus spyware, developed by the Israel-based NSO Group. The findings reveal that the Central Anticorruption Bureau (CBA) lacked full control over the surveillance system, specifically lacking passwords to certain administrative accounts.
This lack of oversight allowed the software developer to maintain technical access to the infrastructure, enabling the unauthorized transmission of sensitive data from mobile devices to foreign servers outside of Poland. The compromised data included information belonging to Polish citizens, opposition leaders, and independent prosecutors. Prime Minister Donald Tusk has characterized the incident as ‘a serious crime against the state’ and one of the largest scandals in the country since the fall of communism.
A Sejm investigative commission has officially concluded its work, unanimously adopting a final report without amendments. Commission Chairwoman Magdalena Sroka stated that evidence indicates the purchase, provision, and use of the Pegasus system against individuals opposing the previous government was illegal.
The 700-page report has resulted in criminal notifications against 11 individuals, including former Justice Minister Zbigniew Ziobro and former Interior Minister Mariusz Kamiński. The Sejm Speaker is expected to present both public and classified portions of the report to Parliament in November.
