Polish animal-welfare activism and Tatra transport protests

Overview

In mid-July 2026, Polish prosecutors opened an inquiry into the neglect of over 30 emaciated dogs found on a private property in Jagodnik, Kolbuszowa County. The animals were moved to the Czekadełko shelter for care while officials evaluate potential animal-cruelty charges.

During the same period, animal-rights groups launched a national campaign to end horse-drawn tourist transport. A protest held on 18 July at Palenica Białczańska, the trailhead to Morskie Oko, saw low activist turnout and a heavy police presence. Horse-carriage operators avoided confrontation by leaving an empty carriage, resulting in a logistical failure for the demonstrators who had called for official resignations.

On 8 August, tensions escalated during another protest at Palenica Białczańska organized by the social movement Dla Zwierząt and the Lower Silesian Inspectorate of Animal Protection (DIOZ). Demonstrators, who argued that horses are overworked and subjected to heavy loads, blocked paths, leading to police intervention after a protester lay on the asphalt.

In response, representatives of the carters' association denied cruelty allegations, citing annual veterinary exams and Tatra National Park (TPN) regulations. To address the conflict, TPN plans to implement a compromise later this year by shortening the horse-drawn route to less steep sections and introducing electric buses to transport tourists closer to Morskie Oko.
