Polish uniformed services negotiations and legislative acts

Overview

In late October 2026, uniformed service unions in Poland, such as NSZZ Policjantów, canceled planned protests following negotiations with the Ministry of Interior and Administration. Minister Marcin Kierwiński pledged to present a systemic salary increase project for uniformed services by early December. The negotiations also addressed the structure of service rank allowances to better reflect professional experience.

Following these discussions, the Polish Sejm passed the Military Family Card Act with 431 votes in favor. This program provides benefits to personnel under the Ministry of National Defence and the Ministry of Interior and Administration, including soldiers, police, firefighters, and their families. Benefits include discounts on single and monthly train tickets, as well as priority admission to kindergartens for beneficiaries' children when changing residences. However, the law excludes Volunteer Firefighters (OSP) from certain privileges, such as long-term rail discounts and non-queue access to medical facilities at ministry-run clinics.

Additionally, the Sejm approved an amendment to the Military Gendarmerie Act to expand the agency's competencies. The Gendarmerie may now exercise authority over non-soldiers, including identifying witnesses of incidents like drone incursions on military territory and prosecuting individuals illegally wearing military uniforms. The amendment also empowers the Gendarmerie to investigate tender collusion within companies participating in military public procurement, even if no military personnel are involved. Furthermore, the law introduces the use of body cameras for Gendarmerie soldiers and strengthens protection procedures for high-ranking officials, including the President and Prime Minister.
