In the National Assembly, the Revolución Ciudadana (RC) legislative bloc denounced an administrative order to evict its advisors and coordination space from the building’s first floor, characterizing the move as “political harassment.” The Assembly’s General Administrator, Norman Morales, defended the decision as a reorganization to ensure the “efficient, transparent, and functional use of public assets.”

Concerns regarding the criminalization of social protest have also escalated. The Ecumenical Commission for Human Rights (CEDHU) has highlighted the preventive detention of Guido Perugachi, president of Fenocin, who is being prosecuted for the alleged crime of ‘paralyzing public services’ during 2025 mobilizations. CEDHU argues this represents a “systematic pattern” of using criminal law to intimidate community leaders and dismantle social organizations.

Furthering these concerns, the Ecuadorian chapter of the Network of Intellectuals and Artists in Defense of Humanity (REDH-EC) has denounced threats to democracy ahead of the November 29 sectional elections. The collective accused President Daniel Noboa’s administration of using state institutions—including the Attorney General's Office and the National Electoral Council—to persecute political opponents.

Internal friction within the RC movement has also emerged. Gabriela Rivadeneira, president of the movement, addressed disciplinary proceedings against 37 assembly members initiated by caucus coordinator Patricia Núñez over alleged violations of party agreements. Rivadeneira defended the Ethics and Discipline Council, stating its role is to analyze conduct rather than act as an “inquisitorial body for expulsions,” while emphasizing the need for members to adhere to internal rules and maintain party unity.
