Overview

In late July 2026, the Portuguese government introduced a €1,075 incentive scholarship aimed at the most financially vulnerable first-year university students, while postponing a broader overhaul of the scholarship allocation system to the 2027/2028 academic year. Minister of Education Fernando Alexandre stated that the necessary legislative and administrative conditions for the full overhaul were not yet in place. In addition to direct aid, the government and local municipalities are investing in infrastructure. A week after the scholarship announcement, nearly €24 million in capital spending was earmarked for university facilities: a €4 million extension of the ISLA Santarém campus—converting a former fire station into classrooms and an auditorium—and a €20 million student residence on the NOVA FCT Campus in Caparica. The Caparica project, a partnership between DSTrealestate and KKR Investimentos, aims to provide 280 beds to address housing shortages. Locally, the Municipality of Abrantes has also increased its municipal scholarship value to 900 euros per student for the 2026/2027 academic year.
