Portugal public transport labor strikes
Overview
Workers at Metropolitano de Lisboa and Comboios de Portugal (CP) have announced several strikes scheduled for late October.
Lisbon Metro employees, represented by unions including Fectrans and STRUP, planned partial strikes for October 28 and October 30 between 05:00 and 10:00. These actions stem from unresolved issues regarding an April 13 agreement, specifically citing staffing shortages in command and traction posts, excessive overtime, and delays in supervisor training. The company intended to petition the Arbitration Tribunal to establish minimum services.
Simultaneously, the Railway Union of Itinerant Commercial Review (SFRCI) called for a strike on October 30 involving CP ticket office staff, conductors, and management. Union representatives stated the protest aims to address the loss of purchasing power due to rising costs for fuel, housing, food, and utilities. CP warned of potential service impacts and offered passengers refunds or free exchanges for various train services.
As of October 25, Lisbon Metro unions have cancelled their previously scheduled partial strikes for October 28 and 30. Union leaders from Fectrans and STRUP stated the cancellation followed a ruling by the Arbitral Tribunal of the Economic and Social Council mandating minimum services. They argued the ruling compromised the safety of passengers and workers by allowing the substitution of striking staff with unqualified personnel.
Despite the Metro cancellation, transport disruptions are expected to continue via a 24-hour strike by CP workers on Friday, October 30. This action is expected to affect national services, including Alfa Pendular and Intercidades, as well as urban services in Lisbon, Porto, and Coimbra.
