Portugal regional aging population strategies
Overview
Portugal is implementing regional strategies and community initiatives to address the challenges of an aging population.
In the Alentejo region, officials have identified a “structural imbalance” caused by demographic aging, highlighting the need for improved social services and residential support to allow elderly citizens to remain in their homes. Meanwhile, the Regional Government of Madeira is developing the Regional Plan for Active and Healthy Aging 2027-2031, which includes 58 measures focused on caregiver support, autonomy, and security.
At the local level, municipalities and associations are organizing specific events to promote social participation and health. In Alpiarça, the municipality has hosted Senior Culture Meetings and cultural encounters featuring Fado music. In Évora, the Malagueira Retirees and Elderly Association conducts sessions on nutrition, well-being, and safety as part of the INATEL Longevidade+ project.
Recent efforts to celebrate the Month of the Elderly have expanded these local activities. Alijó is hosting the 2026 Aging Forum to discuss longevity and dignity, while the municipalities of Cartaxo and Azambuja are holding debates on social inclusion and dignified aging. Additionally, Chaves is organizing large-scale social gatherings to promote community participation.
