On 3 August 2026 the president of the Abrantes municipal council, Manuel Jorge Valamatos, reported that a 300‑metre intervention on the Ribeira de Alcolobre—comprising dredging, reinforcement of protection banks and near‑total removal of river‑bank vegetation—was carried out without a licence from the Agência Portuguesa do Ambiente (APA) and without prior notice to the municipalities of Abrantes and Constância. APA confirmed no licensing process existed, prompting the council to contact the agency immediately.

On 4 August 2026 the council formally condemned the unlicensed work, describing its robustness and visual impact, and criticised the lack of a licensing process. In a separate development, the government approved revisions to the coastal‑management programme for the Ovar‑Marinha Grande stretch, reclassifying several beaches to improve safety, accessibility and protect coastal ecosystems from erosion, as announced by Minister Maria da Graça Carvalho.
