Portuguese agricultural sector challenges and support

Overview

In October 2026, the Confederation of Portuguese Farmers (CAP) organized a demonstration in Lisbon, demanding a 140 million euro package to address rising production costs for fuel and fertilizers. CAP President Álvaro Mendonça e Moura argued that the support is necessary to maintain competitiveness against Spanish farmers, who receive higher subsidies for diesel and fertilizer. The Minister of Agriculture, José Manuel Fernandes, responded that a 162 million euro competitiveness package is planned for 2027 due to European regulatory constraints.

Later in the month, the Portuguese government announced an additional 10 million euro allocation to assist agricultural holdings damaged by rural wildfires occurring between May and October 2026. These non-reimbursable grants are intended to restore productive capacity for farms that suffered losses exceeding 30% of their potential, specifically targeting infrastructure, equipment, and permanent crops.
