Privatization of Zarea Hotel in Chisinau
Overview
The privatization auction for the Zarea Hotel, scheduled for October 20, has been canceled due to a lack of investor interest. No participants submitted applications for the sale, which was part of a broader effort to auction four state-owned entities, including the Izomer enterprise and the Sciinta and Lumina publishing houses.
The 137-room, 45-year-old facility has faced significant financial instability. While the hotel recorded a profit of 326,000 lei in 2022, profits dropped to 8,000 lei in 2023 while serving as a temporary shelter for Ukrainian refugees, and fell further to 29,000 lei in 2025. The 2025 occupancy rate of 38% remains well below the Chisinau average of 70–80%.
Following the failed auction, the Public Property Agency (APP) acknowledged that the institution was not sufficiently prepared and needs to improve how it informs and promotes state assets. To attract future buyers, the APP plans to reform privatization procedures. Proposed changes include reducing the required 10% financial guarantee, accepting bank guarantees instead of blocked cash, and extending the timeframe for signing contracts to allow investors more time to secure financing. The agency also intends to digitalize information regarding state assets.
While the starting price of 106 million lei was previously criticized by observers as being “three times higher than the property’s actual value,” the APP noted that potential investors would have the flexibility to repurpose the building into offices or a mixed-use complex.
