Quiulacocha tailings reprocessing project in Peru

Overview

The state-owned company Activos Mineros S.A.C. (AMSAC) awarded the Quiulacocha Project to Cerro de Pasco Resources del Perú S.A.C. (CPR). The initiative aims to repurpose mining tailings to address environmental liabilities that have impacted the region for over sixty years. This model utilizes private investment to extract economic value from waste, potentially generating public savings exceeding S/ 1,000 million.

Following a public auction, Cerro de Pasco Resources finalized agreements with AMSAC to consolidate rights for the project in the Pasco region. The deal involves an initial payment of US$6.65 million, covering tailings rights and land usage fees. Through its subsidiary, CDPR Perú, the company secured long-term usufruct rights for approximately 123.39 hectares of land for up to 30 years. While the agreement establishes the legal foundation for industrial reprocessing of silver and gallium, the company must still obtain an Environmental Impact Assessment (EIA) and necessary mining authorizations before operations commence.
