Quy Nhon Dialogue on Climate and Transition
Overview
The inaugural Quy Nhon Dialogue on Climate and Transition was organized by the Vietnam Association for Science Exchange and the International Centre for Interdisciplinary Science and Education (ICISE). Supported by the French Development Agency, the event was designed as a “Zero Version” to test an organizational framework for future annual dialogues.
During the forum, which convened approximately 120 scientists, diplomats, and policymakers from 25 countries, discussions focused on the intersection of climate change with energy security, food security, and decarbonization. Vice-Premier Ho Quoc Dung emphasized a human-centered approach to ecological transitions, stating that success should be measured by the ability to protect populations and support vulnerable groups alongside emission reductions.
The dialogue occurred against a backdrop of significant climate vulnerability in Vietnam. Recent flooding in northern Vietnam has displaced over 17,000 people and caused substantial economic damage. With approximately one-third of the population living in flood-prone areas, authorities are exploring engineering solutions and infrastructure reinforcements to manage extreme rainfall and rising risks.
