Investigations suggest he utilized 485 hectares of the Ejido El Zapote without municipal authorization and will face the process under electronic monitoring.

Legislative efforts to address these issues are expanding. In Baja California, Deputy Jesús Daniel Razo Córdova has introduced a reform to the General Law of State Property specifically aimed at combating real estate fraud and irregular land occupations.
