Refugee and migration management in Djibouti
Overview
In August 2026, the Intergovernmental Authority on Development (IGAD), the Djiboutian government, and the National Office for Refugee and Disaster Assistance (ONARS) launched a community leadership training program in Obock. Supported by the Swedish government, the initiative aimed to strengthen social cohesion and prevent conflict among Yemeni refugees and Eritrean asylum seekers.
By September 2026, the focus expanded to include infrastructure and regional policy. Djibouti’s Prime Minister ordered the adaptation of reception facilities in the Obock region to accommodate new Yemeni arrivals in Godoria and Moulhoulé, calling for coordinated action between state services and international partners such as the UNHCR and IOM.
Concurrently, IGAD began working with Djibouti to integrate climate change and disaster-related movements into national migration policies to manage population shifts caused by droughts and flooding. Additionally, IGAD held a regional forum in Addis Ababa to discuss refugee self-reliance through private sector innovation and employment pathways.
