Regional development in La Libertad, Peru
Overview
The La Libertad department in Peru has seen significant demographic and infrastructural developments. According to 2025 National Census data from the National Institute of Statistics and Informatics (INEI), the region’s population has reached 2,056,445, making it the third most populous department in the country.
In response to regional needs, authorities have focused on resource management and disaster prevention. Regional deputies have met to discuss civil defense and strategies to mitigate the potential impacts of the El Niño phenomenon.
Complementing these efforts, the Regional Government is expanding water harvesting and storage infrastructure to support family farming. This initiative includes installing geomembranes in reservoirs across the Virú, Sánchez Carrión, and Otuzco provinces to optimize water for crops like avocado, potato, and corn. To date, the region has implemented over 10,000 reservoirs and established numerous small lagoons, or ‘qochas’, to increase water availability across several river basins.
