Ride-hailing regulation and expansion in Argentina

Overview

In La Plata, Argentina, the Sindicato Independiente de Remiseros (SIR) proposed that ride-hailing platforms like Uber, DiDi, and Cabify operate under existing legal frameworks for remises. SIR leader Javier Scaramutti argued that these companies should comply with Municipal Ordinance 9.215 and Collective Bargaining Agreement 799/22 rather than requiring new regulations. The union raised concerns regarding passenger insurance coverage, labor conditions—noting drivers often work 16 to 17 hours daily—and the lack of local control over vehicle rental companies.

Following these regulatory discussions, Uber announced an expansion of its services in Argentina, specifically launching UberX and Uber Envíos in Casilda. The company noted it now operates in more than 60 cities across the country and allows for the registration of private vehicle drivers, taxi drivers, and remises, providing the latter with access to insurance coverage and security tools.

In Esquel, the arrival of Uber has triggered protests from local taxi and remise drivers. Workers Miguel Colemil and Juan Alcucero have approached the City Council to demand equal regulatory conditions. Specifically, Alcucero is seeking to have remise vehicles granted the same ten-year age limit currently applied to taxis. Colemil noted that rising operational costs and economic realities have made it difficult for drivers to maintain or replace their vehicles.
