Rivers State investigation of PAMO University funding
Overview
The Rivers State House of Assembly has escalated its investigation into the management of scholarship funds at PAMO University of Medical Sciences by issuing an arrest warrant for the Vice-Chancellor, Professor Smith I. Jaja. The warrant follows his repeated failure to appear before an Ad Hoc House Committee, led by Deputy Speaker Dumle Maol, to address discrepancies in fund utilization.
During the Assembly’s 53rd legislative sitting, Speaker Martin Chike Amaewhule addressed reports indicating significant inconsistencies in financial records provided by the Ministry of Finance, the Ministry of Education, and the Office of the Accountant-General. While the state government has released over ₦29 billion to the university under a scholarship scheme since 2017, preliminary assessments suggest only approximately ₦5 billion has been utilized. This leaves an estimated discrepancy of roughly ₦24 billion.
The probe aims to reconcile the total expenditure recorded against the actual number of students sponsored. Consequently, the Assembly has urged the Rivers State Government to establish a formal committee to recover all unaccounted funds from the university and ensure they are deposited into the state’s Consolidated Revenue Account.
