Romania continues to manage complex energy transitions and utility stability. The Turceni 5 coal power plant remains operational beyond its scheduled August 31 decommissioning date, despite commitments under the National Recovery and Resilience Plan (PNRR). Sorin Elisei, Secretary General of the Ministry of Energy, indicated that the decision to keep the unit—alongside the Rovinari 4 unit, which also restarted following technical issues—is intended to ensure stability during high consumption periods.

Elisei further clarified that the Turceni 5 group provides “more economic value to the country than the potential penalties incurred for missing targets” set under the PNRR. Following the successful restart of both the Turceni 5 and Rovinari 4 groups, which entered parallel production, union leaders noted that coal stocks exceeding 350,000 tons are available, potentially supporting operations for approximately one month.

As the transition from coal continues, localized challenges persist. Authorities are seeking 40 million lei to maintain heating and hot water services in Râmnicu Vâlcea as the region shifts from the coal-fired CET Govora plant to gas-powered facilities.

Utility disruptions and infrastructure work continue across several regions. In Bucharest, approximately 3,000 apartment buildings lost hot water following a major rupture on the Berceni Mainline. Sfântu Gheorghe has experienced major water outages due to a distribution network failure, while high irrigation demand is straining the potable water supply in Covasna. Additionally, gas network investments in Baia Mare, electricity maintenance in Topoloveni and Ilfov, and various water and heating service disruptions in Timișoara are being addressed through ongoing repairs and maintenance.
