Overview
Romania has launched the registration period for its 2026 national In Vitro Fertilization (IVF) programme. The initiative, which is part of a larger implementation period spanning 2026 to 2030, aims to support couples and single women in increasing the national birth rate.
Applications opened on August 17, 2026, via the up-comunitate.ro digital platform and will remain available until November 15, 2026. Eligible beneficiaries receive 15,000 lei in digital vouchers, split into 5,000 lei for medications and 10,000 lei for medical fertilization procedures. To qualify, applicants must be Romanian citizens domiciled in Romania and registered with the national healthcare insurance system. A revised age requirement for female applicants mandates they be between 24 and 42 years of age at the time of registration.
As of late August 2026, over 3,500 applications have been submitted, and the analysis process has commenced. The Ministry of Labor has advised applicants to verify all personal data and uploaded documents to prevent evaluation delays.
To support the programme, the National Health Insurance Company (CNAM) has initiated contracting procedures for service providers, with a planned budget of approximately two million lei for 2026. While a single IVF procedure can cost up to 100,000 lei, the state allocates over 46,000 lei per procedure. The Transplant Agency reports that four clinics have already obtained authorization to perform state-insured IVF procedures, with three additional facilities currently undergoing the accreditation process.
