Romanian law enforcement and safety operations

Overview

Romanian authorities have conducted various law enforcement activities focusing on public safety, traffic regulation, and anti-corruption measures.

Initial operations involved widespread enforcement across multiple counties, targeting road safety, illegal logging, and human trafficking. In Cluj, police utilized helicopter monitoring for traffic violations, while in Argeș, authorities seized illegally transported oak wood. Border police in Timiș also intercepted an individual with forged documents and a vehicle sought by Italian authorities.

Subsequent developments saw an increase in high-profile corruption investigations led by the National Anticorruption Directorate (DNA). These investigations included the judicial control of a former official in Neamț regarding bribery related to driving exams, and the detention of an environmental fund inspector for allegedly soliciting bribes. Concurrently, traffic police continued intensified enforcement, resulting in numerous fines and vehicle seizures in regions such as Constanța, Sebeș, and Gorj.

Recent enforcement actions have expanded these efforts. In Mureș, a DNA investigation led to the detention of an inspector from the Environmental Fund Administration caught “in flagrante” accepting a 45,000 lei bribe to reduce a company’s waste disposal obligations; investigators reportedly found approximately 90,000 euros at his residence. In Neamț, Lucian-Nicolae Gabur, the former head of the driving license service, remains under investigation for bribery and influence peddling related to driving tests.

Traffic enforcement remains active, with a large-scale raid in Constanța resulting in 45 fines totaling over 14,000 lei, and significant fines issued in Sebeș and Venus. Additionally, a Court of Accounts audit in Bistrița-Năsăud has revealed “significant financial irregularities” within the county council. Recent border operations at the Calafat–Vidin crossing resulted in the seizure of 24 drones valued at over 1 million lei due to missing origin documents. Coastal enforcement also saw a 51-year-old woman fined 10,000 lei for driving on a beach in Cap Aurora.
