Rome hospitality and urban planning developments

Rome’s hospitality and residential sectors are undergoing a period of both high-end design evolution and regulatory restructuring.

Initially, the city’s luxury market is characterized by diverse high-end experiences, including eclectic residential renovations of historic 19th-century buildings and the presence of designer-led boutique hotels such as Palazzo Talia and the Zaha Hadid-designed Romeo Roma.

Following these developments, the city administration has introduced significant changes to urban planning regulations. New rules for the General Regulatory Plan have removed the 60-room limit for hotels in the historic center and eased the conversion of short-term rentals and B&Bs into formal hotels. To manage urban density, the administration intends to establish “red zones” in neighborhoods like Trastevere and Monti to restrict non-hotel accommodations, while also planning annual operating limits for short-term rentals.

Recent technical regulations for the General Regulatory Plan have solidified the removal of the 60-room limit to encourage large-scale hospitality investments. While these changes have been welcomed by hotel associations, they face opposition from short-term rental operators.

Beyond hospitality, the city is expanding its mobility infrastructure through the launch of a new Biciplan to grow the cycling network. Concurrently, Mayor Roberto Gualtieri has called for increased national resources to support urban transport, municipal autonomy, and a goal of providing one million public housing units.
