Rosario municipal regulation of digital platforms

Overview

In Rosario, municipal officials have introduced legislative proposals to regulate various digital service platforms.

In September 2026, Vice President of the Municipal Council Norma López proposed regulations for digital credit platforms and virtual wallets. The initiative aims to address rising household debt and combat abusive practices, such as lack of transparency regarding interest rates and aggressive collection methods. The proposal seeks to empower the Municipal Office of Citizen Rights, Consumers, and Users to intervene in consumer disputes and calls for coordination with the Santa Fe provincial government for oversight.

By October 2026, the municipality submitted a separate project to regulate mobility platforms, including Uber and DiDi. This proposal seeks to establish requirements for drivers and vehicles, such as professional licenses and specific insurance. The plan suggests a flexible tariff system with a minimum floor based on public bus fares. Council President María Eugenia Schmuk stated the goal is to increase passenger security and provide legal certainty for drivers.
