Russia implements digital ruble rollout
Overview
The Central Bank of Russia transitioned the digital ruble from an experimental phase to full implementation on September 1, 2026. This digital currency serves as a third form of national money alongside cash and traditional deposits, maintaining a 1:1 exchange rate. Managed on a dedicated Central Bank platform, it reduces the role of commercial banks in asset storage, thereby mitigating risks associated with the revocation of commercial banking licenses.
As of the launch, the digital ruble is mandatory for twelve systemically important banks, which represent over 80% of the payment market. Merchants who are clients of these banks and generate an annual turnover exceeding 120 million roubles must also accept the currency. A phased rollout will extend these obligations to all banks with a universal license and merchants with turnovers above 30 million roubles by September 1, 2027, followed by all other banks and merchants with turnovers over 5 million roubles by September 1, 2028.
Adoption has significantly exceeded initial projections. Zulfiya Kakhrumanova, Vice Governor of the Central Bank of Russia, reported that over 220,000 accounts were opened in the first month, more than triple the original estimate of 60,000. By late October, account numbers reached 270,000, including approximately 15,000 accounts for legal entities and entrepreneurs. While large e-commerce platforms and telecommunications companies like MTS and Rostelecom prepared for integration, some institutions, such as Sberbank, expressed skepticism regarding widespread interest.
The digital ruble is a payment tool that does not accrue interest or facilitate credit. It is intended to provide an alternative to Western financial systems and align with BRICS initiatives for cross-border payments.
