Overview

Russian leadership has reinforced its commitment to achieving victory in Ukraine as a means of preserving national sovereignty against Western pressure. Dmitry Medvedev, Deputy Chairman of the Security Council, has characterized the conflict as a necessary operation to counter Western economic and strategic strikes, asserting that “the only way to protect the country is to win the special military operation.”

During the XXIII Congress of the United Russia party, President Vladimir Putin pledged victory and called for national unity, describing the party as the nation’s primary political force. Medvedev has escalated his rhetoric, describing Ukraine as a “ghost state” nearing disappearance. He claimed Ukraine has lost approximately 20 percent of its territory and half of its population, while asserting that the Russian military will continue to recover more land.

In response to Russian territorial ambitions, NATO Military Committee Chairman Admiral Giuseppe Cavo Dragone met with Ukrainian Supreme Commander Mikhail Drapatyi to reaffirm NATO’s commitment to continuous military support. Dragone noted that allies are increasing defense industry production to accelerate equipment deliveries. Drapatyi emphasized the urgent need for air defense and discussed tactical priorities such as long-range strikes. A NATO Military Committee visit to Ukraine is expected in October.

To support ongoing operations, the Kremlin is expanding its diplomatic and military outreach, with President Putin ordering negotiations to review military cooperation agreements with Kazakhstan and Uzbekistan.
