Russian and Belarusian grain production and transit
Overview
In October 2026, Russia and Belarus reported significant grain harvests. Russian President Vladimir Putin announced that the national harvest exceeded 100 million tons, stating that the agro-industrial complex remains stable despite sanctions and rising costs. Simultaneously, Belarus reported a harvest exceeding 9.921 million tonnes.
As harvest-season shipments increased, grain transit through Latvia from both Russia and Belarus surpassed the total volumes recorded during the previous year. Data from the Latvian State Revenue Service (VID) indicates that in the first nine months of 2026, Russian grain transit reached 689,995 tonnes, a 2.3-fold increase compared to 2025. By early October, total Russian grain transit through Latvia reached 742,000 tonnes, exceeding the 2025 annual total of approximately 652,000 tonnes. Transit from Belarus also rose to 131,417 tonnes in the first nine months, compared to 60.8 tonnes during the same period last year.
Latvia has emerged as one of the top five importers of Russian grain this marketing season. This shift follows the stalling of shipments through the Azov-Black Sea basin in mid-August, leading Russia to redirect exports toward deep-water Baltic ports. While Estonia has banned Russian grain transit, shipments continue to flow through Baltic ports, primarily in Latvia.
To combat the potential export of grain from Russian-occupied Ukrainian territories, Latvia has introduced mandatory laboratory checks. The Latvian Food and Veterinary Service is now taking samples from transit batches and sending them to laboratories in France and the United Kingdom for analysis. If tests confirm the grain originated from occupied Ukrainian lands, findings will be reported to recipients, potentially leading to carrier restrictions or a formal transit ban.
