Russian cyber intrusions into Hungarian government
Overview
In late July 2026, intelligence-linked Russian APT groups, including the Turla team, breached the Hungarian foreign ministry’s network and Slovak government servers. A subsequent cyberattack targeted the Hungarian State Treasury’s agricultural and regional development IT network. While early reports on August 2 indicated that internal files were encrypted but client data remained uncompromised, newer developments suggest a more severe breach.
By August 11, reports emerged that hackers had accessed sensitive databases containing information on pensions, family support, and agricultural subsidies. The attack, also traced to Russian servers, allegedly exploited central databases protected by outdated and weak passwords. Cybersecurity experts have characterized the incident as an “IT disgrace,” noting that the breach may have compromised critical records used to determine pension eligibility, such as service history, income, and contribution data.
The Hungarian State Audit Office had previously issued warnings in 2019 regarding vulnerabilities in IT systems inherited from the National Pension Insurance Directorate. The National Cyber Security Institute (NKI) and the National Authority for Data Protection and Freedom of Information (NAIH) continue to conduct a joint investigation. The Treasury’s IT systems currently remain at limited capacity as authorities manage damage control.
