Russian legislative and regional election observation
Overview
The Russian State Duma and regional elections involved various international observation efforts. Initially, the Organization for Security and Co-operation in Europe (OSCE) deployed a mission of 207 people to monitor the proceedings. OSCE Deputy Secretary General Ilhom Nematov reported that the mission adhered to principles of transparency and neutrality, noting that no violations affecting results had been detected at that stage.
Later reports indicated a shift in the observer landscape. While approximately 1,000 observers from 133 countries participated, including Spanish activists from both far-right and far-left backgrounds, the elections faced significant international criticism. EU High Representative for Foreign Policy Kaja Kallas described the process as a ‘deepening of the erosion of democracy in Russia’ and noted the absence of OSCE representatives in certain contexts. Additionally, the EU maintained its refusal to recognize electoral results in territories currently occupied in Ukraine.
