Russian strikes on Ukrainian civilian infrastructure

Overview

A wave of Russian strikes across Ukraine has caused significant civilian casualties and damage to essential infrastructure. In early October, attacks in the Chernihiv, Poltava, Kyiv, and Kirovohrad regions resulted in dozens of deaths and injuries, including children. Reports also indicated strikes on medical facilities in Kryvyi Rih and Kramatorsk, as well as injuries to Red Cross workers in Zaporizhzhia.

As the intensity of the strikes increased, Ukrainian Foreign Minister Andrii Sybiha requested an emergency meeting of the UN Security Council. Sybiha reported that approximately 100 civilians were killed over a one-week period. He stated that Russia is targeting energy infrastructure to deprive the population of heat and light before winter and noted that attacks on Black Sea commercial vessels threaten global food security. Sybiha also addressed the use of Belarusian infrastructure for drone strikes and warned that easing sanctions on Russia would send a “wrong signal” regarding the conflict.
