Rwanda mobile network technology transition

Overview

The Rwandan government has announced a nationwide shutdown of its 3G mobile network, scheduled for completion by 30 June 2027. Pilot shutdowns are expected to begin in 2026. Following the 3G phase-out, the government plans to retire 2G networks once market conditions, including 4G/5G coverage and device affordability, are met.

Coordinated by the Ministry of ICT and Innovation (MINICT) and the Rwanda Utilities Regulatory Authority (RURA), the transition aims to reallocate spectrum to expand 4G services and prepare for 5G deployment. Authorities have advised businesses and public services—specifically those utilizing mobile money, healthcare, and emergency communications—to upgrade legacy equipment. Airtel Rwanda has already indicated plans to retire its 3G network ahead of the national deadline.
