San Carlos municipal aid and infrastructure challenges

The Municipality of San Carlos has distributed 4,437 social assistance grants between January and July, totaling approximately $221.2 million. This investment, covering food, gas, health, housing, and basic services, represents 80.9% of the total assistance provided during the previous year.

Despite this high level of social spending, the commune remains vulnerable due to the lack of an officially approved Communal Disaster Risk Reduction Plan (PCRRD). While a draft update exists, Senapred has labeled the proposal as ‘not technically recommended,’ preventing its adoption and leaving the region without a formal roadmap to manage floods and climate-related emergencies, which have recently damaged roads, homes, and crops in the Ñuble region.

Community engagement continues through Territorial Councils. In the 11 de Septiembre sector, residents met with municipal authorities to outline priorities, including improved road connectivity, increased public safety, and flood mitigation near the Tomás Yávar canal. Residents also highlighted difficulties in accessing healthcare appointments, particularly for the elderly. Mayor Rubén Méndez noted these councils are used to gather diagnostic information to direct municipal efforts.

In terms of infrastructure, the Undersecretariat of Regional and Administrative Development (Subdere) has announced an investment of over 172 million pesos via the Urban Improvement Program (PMU). This funding is designated for the Villa Portal del Sur 2 area to enhance green spaces and a multi-use court through new playground equipment, pavement repairs, and universal accessibility measures, benefiting roughly 2,500 residents.
