San Marino diplomatic and domestic integration

San Marino is undergoing significant political and diplomatic developments regarding its integration with European institutions and its domestic governance.

Civic groups and political leaders, including President Pazzaglia and Valentina Pelliccioni, have called for a national referendum to allow citizens a final say on key issues. Concurrently, San Marino RTV and Italy’s Group Sae established the ‘Point of View’ editorial alliance to strengthen cultural and journalistic ties.

Diplomatically, Secretary of State for Foreign Affairs Luca Beccari announced that an Association Agreement with the European Union is nearing completion, with signing expected between late September and mid-October. This agreement is intended to integrate the micro-state into the EU single market. To support this transition and maintain competitiveness, officials are focusing on digital infrastructure and adopting EU regulatory frameworks for artificial intelligence. Domestically, the country is also preparing to launch the ICEE, an economic indicator tool designed to automate and simplify the assessment of family eligibility for social benefits.

During the 47th Meeting for Friendship Among Peoples in Rimini, which saw a record attendance of 900,000 people, Beccari reiterated the Republic’s focus on digital competitiveness. He emphasized that San Marino aims to integrate into the EU digital regulatory framework to avoid “technological isolation,” noting that investments in data centers and infrastructure are essential for economic stability. The event also featured a visit from Pope Leo XIV, who addressed the assembly on protecting human dignity in the age of artificial intelligence, referencing his encyclical ‘Magnifica Humanitas’ to urge responsibility against the potential destructive aspects of technology and finance. Discussions at the meeting further highlighted the necessity of ensuring technology remains a tool for human freedom rather than a force that overrides human essence and relational capabilities.
