Saudi national Omar al-Bayoumi remains a central figure in a $1 trillion lawsuit filed against the Kingdom of Saudi Arabia by survivors and families of the September 11 attacks. The legal action seeks accountability for the 19 al-Qaeda members who hijacked four aircraft, resulting in nearly 3,000 deaths.

Recent investigations and newly released footage have intensified scrutiny of the FBI’s handling of the attacks. Footage obtained by the BBC shows al-Bayoumi socializing with Anwar al-Awlaki, a future Al Qaeda leader, and interacting with Saudi officials. These recordings, which the FBI reportedly possessed shortly after the attacks, appear to contradict al-Bayoumi’s long-standing claims that he was merely a student with no ties to extremists. Specifically, the footage depicts al-Bayoumi embracing al-Awlaki and participating in paintball exercises alongside an employee of the Saudi Ministry of Islamic Affairs.

While the FBI previously characterized al-Bayoumi as an unwitting contact who met hijackers by chance, evidence seized from him in 2001 suggests he may have worked closely with Saudi religious officials and operated as a Saudi intelligence asset. This has led victims' families to demand transparency regarding missing evidence and the Justice Department’s historical silence on his role.

Testimony from Holly Ratchford, a former manager of the Parkwood Apartments in San Diego where al-Bayoumi lived in the late 1990s, continues to link him to the hijackers. Ratchford described him as a “very, very friendly” neighbor. Court documents further indicate that al-Bayoumi’s name appeared on a lease for an apartment used by hijackers Nawaf al-Hazmi and Khalid al-Mihdhar. Saudi authorities continue to deny all allegations of complicity.
