Saudi Arabia digital administrative transformation

Saudi Arabia is undergoing a significant digital transformation of its administrative and civil services. The Absher electronic platform, managed by the Ministry of Interior, reported over 240 million transactions in the first half of 2026, with the Absher Individuals platform accounting for approximately 225 million of those transactions. These services cover critical areas such as traffic management, passports, and civil affairs.

This digital evolution represents a long-term shift from manual, handwritten records to advanced electronic systems. Historically, passport and civil status sectors were managed under the Public Security Directorate before being split into independent administrative bodies. The current integration of modern technologies and electronic linking aims to reduce transaction times and minimize in-person visits, aligning with the objectives of Saudi Vision 2030 to improve government efficiency and quality of life.

As of late 2026, the digital expansion has extended significantly into the healthcare sector. The Ministry of Interior reported that the Absher platform processed over 49 million transactions in August 2026 alone, including 37 million operations involving the digital document wallet.

In healthcare, digital initiatives are led by the Seha Virtual Hospital, which connects specialists to more than 242 hospitals across 48 major specialties and 68 sub-specialties via video link and connected medical devices. Other major digital health developments include the Saudi Genome Program and the nphies platform, which has processed over 381 million insurance claims.
