School bullying and ethical violations in Moldova
Overview
Educational institutions in Moldova are addressing issues of bullying, discrimination, and ethical misconduct through both preventative initiatives and disciplinary oversight.
To combat social exclusion, some schools have implemented participatory methods, such as forum theater, to help students analyze unfair behaviors and propose solutions to social conflicts. Training sessions have been conducted for students, librarians, and educators to deepen their understanding of social inclusion.
Concurrently, the Ethics Council of the Ministry of Education and Research reported on 52 ethical violations across 40 cases between 2024 and 2026. The most frequent complaints involved violence and bullying, followed by corruption, illegal money collection, and management conflicts. Chisinau recorded the highest concentration of incidents. In response to these cases, authorities have issued various measures, including disciplinary sanctions, contract terminations, and referrals for psychopedagogical assistance.
