SeABank Sustainable Finance Framework launch

Overview

Southeast Asia Commercial Joint Stock Bank (SeABank) has launched its Sustainable Finance Framework (SFF) to support Vietnam’s green growth and net-zero emissions goals by 2050. The framework received an independent Second Party Opinion from S&P Global Ratings in September 2026.

The framework governs the full lifecycle of funds through pillars including use of proceeds, evaluation and selection, management of proceeds, and reporting. Capital allocation is divided into three main areas: 40–45% for 14 green sectors, 10–15% for seven blue economy sectors focused on ocean protection, and 40–45% for five social objectives.

To ensure impact, the framework sets quantitative requirements, such as a minimum 20% improvement in energy savings, emission reduction, or water efficiency. As of September 2026, SeABank reported that its outstanding green credit exceeded VND 4.1 trillion, an increase of over 150% since the end of 2025. The bank has also mobilized nearly $1.1 billion from international institutions such as the IFC, AIIC, Norfund, and Proparco.
