Corruption allegations in SENA Córdoba, Colombia
Overview
The National Training Service (SENA) in the Córdoba region has faced scrutiny regarding its leadership and administrative processes. Tatiana Angélica López Padilla, the acting director, defended her appointment against allegations of political affiliation, stating her selection was based on an 11-year career within the institution and denying ties to political parties.
Following an administrative visit, SENA Director General Fray Ricardo Torres Castro reported serious irregularities in the contracting processes of the Córdoba Regional office. The findings included structural weaknesses such as requirements tailored to specific providers, recurring vendors, and payments made without verification of services. Describing these flaws as a “certain risk to public resources,” the Director requested oversight from the Office of the Comptroller General of the Nation and proposed immediate measures to intervene in payments and supervision.
President Abelardo de la Espriella has since denounced a suspected corruption network within the Montería branch. A preliminary review revealed rigged bidding processes, a lack of market studies, and the splitting of contracts to evade legal oversight. Specific allegations include a 933 million peso welfare contract where spoiled snacks were reportedly distributed to minors, and a 765 million peso contract involving incomplete deliveries and near-expiry medications despite full payments. Other issues involve airfare, food, and medical services for apprentices. A final report is expected to be referred to the Attorney General’s Office and other oversight bodies to establish criminal, fiscal, and disciplinary responsibilities.
