Seoul local government budgetary and service initiatives

Overview

Local government districts in Seoul, including Gangnam, Dongjak, and Guro, have focused on budgetary allocations and resident-oriented services.

In late September, Gangnam-gu and Dongjak-gu finalized supplementary budgets. Gangnam-gu allocated approximately 47.8 billion won toward welfare, social safety nets, and reconstruction, utilizing a ‘three-no principle’ to eliminate unnecessary expenditures. Dongjak-gu approved a 48.9 billion won budget, a 4.93% increase, prioritizing public safety, winter snow removal, and local economic revitalization. During this period, the Korea Association of Education Superintendents raised concerns that rising personnel costs and the transfer of education tax funds could destabilize educational operations despite nominal increases in government grants.

By early October, administrative focus shifted toward specific resident services and participatory planning. Dongjak-gu announced a customized tax seminar to assist residents with inheritance and real estate tax outlooks. Concurrently, Guro-gu finalized its 2027 participatory budgeting projects, allocating 20 billion KRW toward various common district and local neighborhood initiatives, such as installing CCTV and improving daycare playground environments.
