Serbia non-tax revenue digitalization
Overview
The Serbian government has adopted a decree to establish and manage a Unified Record of Non-Tax Revenues (JENP). This electronic module, integrated into the Register of Administrative Procedures, is designed to centralize data concerning administrative fees, provincial and local taxes, and charges for the use of public goods.
The system aims to streamline interactions between the state and citizens or businesses by linking the database with the eUprava Portal, the ‘Plati’ electronic payment system, the Treasury Administration, and the National Single Window for foreign trade. This integration is intended to automate the generation of payment slips, thereby removing the necessity for manual entry of account numbers or amounts.
Administrators will be responsible for managing and ensuring the accuracy of individual records. The full functionality of the payment generator is expected to be active by January 1, 2027, representing a step toward the complete digitalization of administrative processes in Serbia.
