Serbian Islamic community unity efforts

Efforts to resolve the long-standing split within Serbia’s Islamic community have progressed through competing proposals for institutional reform. Initially, Mufti of Sandžak Dr. Mevlud ef. Dudić issued a 19-point proclamation seeking to end institutional divisions by rejecting parallel structures and calling for the nullification of decisions made since 2007. In response, the Islamic Community of Serbia (IZS), led by Reisu-l-Uleme Senad ef. Halitović, proposed a platform centered on equal participation, organizational autonomy, and joint negotiation to resolve legal and financial matters. Following an extraordinary session, the Islamic Community in Serbia (IZuS) reaffirmed its commitment to reconciliation. The Mešihat of IZuS authorized a five-member team, led by Mevlud ef. Dudić, to continue restoring unity, autonomy, and equality. This initiative gained endorsements from the Bosniak National Council, the Rijaset of the Islamic Community in Bosnia and Herzegovina, and various political groups, though critics continued to call for greater transparency and democratic participation. In a significant development, the Islamic Community in Sandžak and the Republic of Serbia signed the Charter of Unity, aiming to end nearly two decades of division. Husein Kavazović, Reisul-ulema of the Islamic Community in Bosnia and Herzegovina, described the signing as a “historical step toward overcoming long-standing divisions and restoring the unity of Muslims in Sandžak and Serbia.” Ismet Azizi of the NGO “Kosovo for Sandžak” characterized the charter as a collective victory achieved through dialogue and the subordination of personal interests to the common good. The agreement was supported by leaders including Mufti Mevlud Dudić and Reisu-l-ulema Senad Halitović. This reconciliation culminated in a formal agreement to merge the two major organizations, the Islamic Community Mešihat and the Islamic Community Riyaset, ending approximately 20 years of division.
