Serbian tourism growth and voucher initiative

Overview

In early July 2026, the Serbian government launched a tourist voucher scheme, providing 30,000 vouchers worth 10,000 dinars each to pensioners, low-income workers, the unemployed, students, war invalids, and farm owners. To prevent misuse, authorities introduced stricter controls with potential penalties of up to 800,000 dinars.

During this period, regional growth was noted in Niš, which saw a 20% year-on-year increase in tourists in May, alongside rising attendance in southern spas like Sokobanja and Kuršumlija. Serbia also entered the UN World Tourism Organization’s list of the ten fastest-growing destinations, following a 6.8-6.9% rise in visitors during the first five months. This growth was supported by an expansion in rural tourism, with village-based households increasing from approximately 700 to 1,900.

By the end of the first half of 2026, Tourism Minister Husein Memić reported that more than 2.1 million tourists had visited the country, accounting for nearly six million overnight stays—a 6.6% increase over the previous year. Belgrade led this growth with 1,796,583 overnight stays, followed by Zlatibor and Vrnjačka Banja. While key markets include Russia, Turkey, and regional neighbors, the government is working to diversify attractions by investing in infrastructure in areas like the Danube region, the Pešter plateau, and the Kablar glass lookout. A primary ongoing challenge is increasing the average length of stay, which was recorded at 2.83 days in June.
